Communication 1: Borderline Indigineity : Negotiating Belonging among the Banyarwanda in Uganda
Exile is experienced as a series of multifaceted movements that does not start and stop when one is forced out of one’s home or separated from their own. The perpetual tension of “being with the without and without a with” is an indispensable part of it (Schuback & Schuback, 2017). Refugee reception starts with the question: ‘where are you from?’ There and then, identity, both national and ethnic, becomes critical to reception and consequently, to belonging and survival within the host communities. For many refugees within the African great lakes region, flight is unplanned. War, armed conflict, famine and other natural disasters explain temporalities of forced mobilities. Yet settling in one place or another at a given time is often determined by political machinations, one’s ability to mobilize social and cultural capital, resources, and other opportunities for survival.
Using life and mobility histories conducted in Kyaka II refugee settlement with refugees from Rwanda, Burundi, and the Democratic Republic of Congo (DRC), I show how refugee trajectories are structured. To do this, I present three cases; Esther, 39—born in Tanzania to Rwandan parents who had lived as undocumented migrants in Uganda since 1959; Edita, 81—fled with her husband to Uganda in 1961 and attained refugee status in 1983; Yohana, 36—from DRC (born to Rwandan immigrants), has held refugee status in Uganda at two different times. Taking into account start of flight, crossed frontiers and territory, different routes taken and stopovers made, I discuss why and in what form these people continue to experience exile.
Individuals’ varied paths of flight bring forward new narratives of existence, identity, and individuals’ sense of belonging. I argue, first and foremost, that different trajectories have been shaped by interplay of post-independence politics within the region and manipulation of refugee and migrant policies to delimit the context of becoming a refugee. Second, before reaching Kyaka II resettlement, most refugees have already experienced at least one form/episode of displacement often framed along ethnic discourses. Coupled with length of stay in refuge, presence or not of land and family across the border, many find themselves in protracted refugee situations. The uncertainty of continued protection now pushes refugees to explore new routes out of refuge, forging new identities, mobilizing family and social networks to buy land and establish themselves as Ugandans while at the same time, keeping a foot inside the settlement.
Communication 2: Le rôle des réseaux de migrants diolas en Europe, dans les pratiques de codéveloppement
L’émigration des diolas vers la France, a permis des installations et celles-ci se sont accompagnées dans la plupart des cas par la création de collectifs sociaux à savoir des associations de migrants diolas. Ces dernières sont créées pour maintenir les liens de solidarité dans le pays d’accueil, mais aussi et surtout pour participer au développement local des régions d’origine. Cette participation passe par la création de projets à dimension sociale, répondant aux besoins des populations locales de plus en plus délaissées par les pouvoirs publics. Pour la conduite de ces projets, ces émigrés travaillent avec leurs confrères installés dans d’autres pays l’Europe (l’Italie, l’Espagne et l’Allemagne). Ainsi, l’existence de collectifs sociaux diola en France, est certes un puissant facteur incitatif à la création des projets de développement, mais révèle l’existence de réseaux de migrants diolas en Europe, en contact les uns avec les autres et qui collaborent dans la mise en place des projets de développement.
